Hartland -Niagara County - New York

The town has a total area of 52.4 square miles (136 km2), of which, 52.3 square miles (135 km2) of it is land and 0.04 square miles (0.10 km2) of it (0.08%) is water. 

As of the census[5] of 2000, there were 4,165 people, 1,526 households, and 1,167 families residing in the town. The population density was 79.6 people per square mile (30.7/km²). There were 1,583 housing units at an average density of 30.2 per square mile (11.7/km²). 


Communities and locations in Hartland

  • Hartland – The hamlet of Hartland is in the south part of the town on Ridge Road (Route 104). 
  • Hartland Swamp Wildlife Management Area – A conservation area in the northern part of Harland.
  • Jeddo – A hamlet near the eastern town line on Ridge Road (Route 104).
  • Johnson Creek – A hamlet east of Hartland on Ridge Road (Route 104).
  • Middleport – A small part of the Village of Middleport is in the southeast corner of the town.
  • North Hartland – A hamlet in the northwest corner of the town on Hosmer Road.

Michael J. Outten

President

Michael is a native Western New Yorker that grew up in Clarence NY and graduated from Clarence High School in 1983. He married the love of his life (Barbara McCollum) in Gasport NY. Michael and Barbara have 6 children and 7 grandchildren. Michael and Barbara have lived in the Gasport area and have raised their family for 30 years on their beautiful farm. The Outtens love country living and enjoy their rural community just the way it has been for many years.

Michael has been in the business world for 30 years as a businessman, general contractor, and property owner. His entrepreneurial spirit led him to start other businesses over the years. Michael owns and operates their four businesses with his wife Barbara and their son Adam who manages the day to day operations.

In 2014 Michael graduated from Liberty University with a Bachelor of Religion Degree and was ordained for ministry in 2015. Michael started a new church in the Albion NY area where he is the lead Pastor of North Point Chapel. As a pastor, Michael is involved with his community. Michael has been involved with his church in events like the annual Strawberry Festival in Albion, and has led Baseball and Basketball Academies during the summer for the kids of the Albion and surrounding areas.



James Minner

Vice President

James moved to the town of Hartland with his high school sweetheart and wife Amanda in 2013. James and Amanda were blessed with the opportunity to purchase their first home, an historic piece of property on 23 acres that was a dream location to raise their family. Built in 1823 the house is one of the original federal style estates in the county and features architecture and landscaping that is still original to the period. They immediately began transforming the rest of the home and property to as close to the original farm days of the 1800’s as they could. They now reside at their home and hobby farm with their 4 incredible children. James and Amanda cherish the opportunity to raise their children on a farm the “good old-fashioned way”. They could not dream of living any other way and are a model lifestyle to so many friends and family who often come and enjoy the property and to get a break from city life.
Aside from the daily routine of raising and supporting Amanda and the kids. James is very active in the community. James is an Interior Firefighter and EMT with the Hartland Volunteer Fire Company. James loves the opportunity that this provides to give back to the people of Hartland. Now in his 6th year with the department he will be adding the role of Secretary for the President as of January 2020.
In his professional life James has built one of the more impressive manufacturing operations in WNY. As Vice President and General Manager of Virtual Polymer Compounds (VPC Fiberglass), James is responsible for 50+ employees spread over 3 factories in 3 different counties, representing one of the premier fiberglass manufactures in the world. James has also been instrumental in founding and developing InterActivePlay, one of the leading Water Park manufactures in the US.
James enjoys spending his free time with his family enjoying all the wonderful blessings that exist in and around the community. He is an avid hunter and fisherman and truly enjoys the outdoor life.

EDF Renewables Development, Inc. (“EDF RD” or the “Applicant”), a subsidiary of the EDF Renewables, Inc. (“EDF Renewables”) is proposing to construct a 350 megawatt (“MW”) alternating current (“AC”) photovoltaic (“PV”) solar energy generation facility, that may include approximately 100 MW (400 megawatt hours “MWh”) of battery energy storage capacity referred to as the Ridge View Solar Energy Center (the “Facility” or “Project”), in the Towns of Hartland and Newfane, Niagara County, New York
